Federal and state agencies regulate
social, economic and political interaction among
individuals, businesses, and other entities. Agencies
often issue licenses for various purposes, including to
allow businesses to sell a certain type of item (e.g.,
alcoholic beverages, tobacco-related products, various
drugs), or to allow an individual to work in a certain
profession (e.g., licensing to become a doctor, lawyer,
contractor) For example the Department
of Alcoholic Beverage Control is a California state agency
that regulates alcoholic beverages. Similarly, the
